Save The Economy by Rental Deferral?

HONG KONG, Jul 21, 2022 – (ACN Newswire) – The PolyU DBA Alumni Association Limited ("DBAAA") has today announced the results of its research coupled with an online survey related to the HKSAR Government's "Temporary Protection Measures for Business Tenants (COVID-19 Pandemic)". Referring to the findings, DBAAA supports HKSAR Government not to extend the rental deferral plan when the interest rate is anticipated to be going up.

According to recent studies in similar relieve measures adopted by many other countries, tenants of viable business can be benefited by enabling them to survive during short term financial crisis of the Pandemic. However, if the rescue measures are extended beyond their originally planned expiry, it would inevitably create inefficiencies in the property market in the long run. Support to tenants of little realistic chance of recovery may impede the allocation of resources to healthy tenants and restrict productivity growth. It could discourage new entries and reduce competitiveness of more efficient tenants. Many studies revealed that market adjusted and responded much quicker than expected. Landlords were willing to provide substantive relieve to their loyal tenants who needed it desperately during challenging time. In actual fact, it was the low interest rate which explained higher business survival rather than loan forbearance.

The survey aims to understand how DBAAA members and their peers react to the business rental moratorium introduced by the HKSAR Government. Over 90 valid responses were received. The key findings are outlined below:

1. More than 80% of the respondents' business has been suffering in the past 6 months.

2. Only 5.6% of the respondents indicated that the business rental moratorium would very much achieve its objectives while 45.6% of them said that it would only to a certain extent. In fact, around 40% of the respondents are losing confidence in Hong Kong in different aspects due to the business rental moratorium, "macroeconomic environment" being the most while "tax and cost competitiveness" being the least.

3. Only a minor proportion of around a quarter of the respondents consider the "3-month period" and the "specified sectors" as appropriate. 18.9% of the respondents consider the "3-month period" to be either too long or too short. Around one third of the respondents made no comment.

4. The introduction of the "exemption (landlord and tenant renegotiate lease)" and the "deferral of rates" induced around 40% of the respondents to support the business rental moratorium. The "Interest-free rental advancement" is even less effective. More than 30% of the respondents indicated that these relieves didn't change their view on the business rental moratorium.

5. Around half of the respondents believed the business rental moratorium would achieve its objectives. However, there was more than one third of the respondents who thought it won't work.

6. Only a minor proportion of the respondents would take drastic actions on their leasing arrangement. There were more than 40% of the respondents who would increase their investment in commercial properties due to the business rental moratorium.

In order to prevent massive bankruptcies and serious unemployment, the HKSAR Government introduced the business rental moratorium, which should be welcome by SME tenants who have less bargaining power. Having said that, the rental deferral plan is not considered effective mainly because landlords and tenants have already started to renegotiate rent at a much earlier time. It also explains why the adverse impact on the productivity of the commercial property market is not expected to be severe. However, when interest rate is anticipated to be going up, it is not advisable to extend the rental deferral, which would inevitably pose serious threats to the property market and the banking sector and therefore on Hong Kong's economic stability. Instead, policymakers can entrust the market which would adjust by itself efficiently.

Professor Wilson Tong, PolyU DBA Program Director and Honorary Advisor to this study commented that the rental moratorium is effectively a shift of the business risk from the tenant to the landlord, who may pass it onto the banker. However, relative to the market which is supposed to possess more information, it would be very difficult for the Government to tell who is more capable to bear the risk. It is at the time when the market is not efficient and distortion cannot be self-corrected, then Government should intervene to reduce the ripple effect. The rental moratorium can be viewed as a debt restructuring which help business tenants buy time to avoid massive bankruptcies and layoff.

"The survey results echo a general belief that the market responds in a much quicker and effective way. For example, landlords are willing to reduce the rent for trustworthy tenants to help them go through the difficult moment, which render the mandatory rental deferral relieve measures in-operative. Having said that, the HKSAR Government sent a strong message to the market that the whole community needs to be more accommodating in order to overcome the economic downturn brought by the Pandemic", said Dr Danny Po, the Honorary Treasurer of DBAAA and the Convener of this study.

We also want to draw the HKSAR Government's attention to some possible side effects of the rental moratorium. For example, landlords might consider charging a premium on the rental in the future lease renewals in the anticipation that legislative measures could hinder their exercising of legal rights, e.g., early lease termination. Furthermore, the longer the non-viable companies linger, the more financial loss the business owners bear. Deferring rental for three months may give SME owners a false hope that business will come back very soon. SME owners are usually less sophisticated to project the unknown and be decisive enough in cutting loss.

Very likely, the struggling business tenants may experience possible jeopardy in the nearest future. TANAKA to Establish New Building at Hukou Plant, Expanding Its Precious Metal Recycling Business in Taiwan

The new building will be constructed with an investment of approximately 3.5 billion yen to create a "one-stop service" for precious metal recycling and further expand business in Taiwan. It is planned to have eight floors above ground and one basement floor, making the total floor area of the Hukou Plant approximately six times larger after completion. The plant is scheduled to begin operation in the first half of 2025.

31st HKTDC Education & Careers Expo opens today

HONG KONG, Jul 21, 2022 – (ACN Newswire) – Organised by the Hong Kong Trade Development Council (HKTDC), the 31st HKTDC Education & Careers Expo opened today and runs until 24 July (Sunday) at the Hong Kong Convention and Exhibition Centre (HKCEC). The expo runs in parallel with the HKTDC Hong Kong Book Fair, Hong Kong Sports and Leisure Expo and World of Snacks. Open to the public free of charge, the expo features two major sections – Education and Careers – to provide comprehensive information on education and job opportunities.


Chris Sun, Secretary for Labour and Welfare of the Hong Kong Special Administrative Region, officiated at the opening ceremony for the 31st edition of the HKTDC Education & Careers Expo.


The Careers section of the expo provides information on various industries. The Hong Kong Vocational Training Council (HKVTC) will introduce new technologies and skills during the seminars to help students better prepare for the future.


Secretary for Labour and Welfare of the Hong Kong Special Administrative Region (HKSAR) Chris Sun officiated at the opening ceremony this morning. Margaret Fong, HKTDC Executive Director, said in her welcoming remarks: "Entering its 31st edition, the Education and Careers Expo serves as a platform for jobseekers and students looking to connect with employers and institutions, helping them to get valuable advice on career options and education opportunities. This year, we are delighted to welcome over 780 organisations, including educational institutions, government departments, professional associations and private companies representing 18 countries and regions."

Four education-themed zones present local and overseas studying opportunities

Four educational zones have been set up to help students explore different options for further education. The Local Education Zone gathers various universities and community colleges, providing the latest information of a range of popular courses. The event also sees new exhibitors, such as consulate general offices of Japan, Ireland, Finland and Switzerland in the Overseas & Mainland China Education Zone, while on further study in mainland China, the Beijing Normal University-Hong Kong Baptist University United International College (UIC) and the Heung To College of Professional Studies provide practical consultation service.

In the Continuing Education Zone, exhibitors, such as the Hong Kong Mediation Centre and Tak On Driving School, provide a variety of courses for continuous learning. Youth Square will set up a summer job and internship zone. Being new to the expo, St. James' Settlement – Career Sparkle offers various activities to help teenagers explore their personal interests and abilities. Four careers-themed days during the expo highlight the latest trends in different industries. On the theme day Skilling for the Future: New Technology and New Talents (21 July), held by the Vocational Training Council (VTC), new technologies and skills, such as geospatial data, Chinese medicine research and art technologies, will be introduced via talks and seminars. The Electrical & Mechanical Engineering theme day (22 July), co-organised with the Electrical and Mechanical Services Department and the Hong Kong Electrical and Mechanical Trade Promotion Working Group, will invite industry professionals to speak on the current and future prospects in areas such as railway, autombile and the electrical and mechanical engineering industry.

On the third day of the expo, the brand-new themed day Professional Development for the Future (23 July), supported by The Hong Kong Federation of Youth Groups (HKFYG), will address hot topics, such as gerontechnology application and digital marketing. She said that the government has initiated many programs and schemes in credit facilitation, cluster development, technology centres, market linkages, skilling and capacity building, encouraging innovation and sustainability, and creating better coordination between the Central Government and State Governments. The Ministry of MSME is not only working on policies but also addressing the grievances of MSMEs through online Champions and Samadhan portals. The MSME Ministry has recently launched the CBFTE Scheme to support first-time exporters by assisting them financially with registration with EPCs, insurance premium testing, and certification of their products and services. Innovation, ZED and Lean schemes will help the MSMEs to become competitive in the global value chain. The Ministry has launched the Udyam Registration portal to encourage MSMEs to access various benefits offered by the government. It is also a step toward bringing the MSMEs into the formal sector.

"Towards inclusive growth, the Ministry has been implementing NSSH Scheme to support SC/ST entrepreneurs mainstream their economic activities. It has been working with a focused aim of reaching 4% procurement by the CPSEs/Government from the SC/STs. To encourage women entrepreneurship, SAMARTH has bn announced on 8th March 2022 to reserve 20% seats for all skill programs n exhibition/fairs (both domestic & international)," said Smt Mercy Epao, "Skilling is one of the major programs taken up to encourage youth to take up entrepreneurship or find placement for livelihood."

In a special session delivered by Shri Samir Sathe, Executive Vice President, Wadhwani Advantage, Wadhwani Foundation MSME Development Services and the roadmap by Wadhawani Foundation were explained and highlighted.

A panel discussion on the Roadmap for MSMEs with MSME Perspective in the Pursuit of India Becoming a 5 Trillion Dollar Economy was also organized, with distinguished panellists such as Shri P Uadayakumar, CMD of NSIC, Ministry of MSME, Shri Naresh Verma, Past President, Manufacturers Association Faridabad, and Shri Abhinav Jain, Founder, Almond Virtex participating.

For the panel discussion, Shri Udayakumar mentioned, "NSIC offers fully integrated solutions to MSMEs, from incubation to last mile exports through various interventions. The latest game-changing interventions are Self Reliant India( SRI) Fund for equity infusion with a corpus of Rs 50000 Crs, A scheme for the first-time exporters supported by the Ministry, and Subsidy support for Micro enterprises for MSMEmart membership among another commercial scheme. We assure the MSMEs that we will provide all required commercial support and hand holding so that MSME units play a major role in making the 5 Trillion economies."

Shri Naresh Verma spoke on the competitiveness and potential of Faridabad, Haryana-based manufacturers and also hinted at the government's proactive efforts to improve the level of ease of doing business. also pointed out some challenges like power and fuel supply for the smooth functioning of the business. Shri Abhinav Jain highlighted the role of new-age collaborative technologies that are enabling MSMEs to do business in the new era.

Mr. Abdulhasan Al-Dairi, Chairman of Bahrain SMEs Society and Deputy Chairman of the United SMEs Organization (UNISMO), participated in the panel discussion and gave a global perspective on business and also touched upon opportunities for Indian and Bahraini MSMEs.

The forum also highlighted SealTech International as an MSME from Faridabad which is doing exponential work in the area of the oil and gas sector not only in India but across the globe and the USA in particular. Shri Raju Mishra, CEO & Director of SealTech International, presented details of his organisation's milestones. This section was part of the SMEStreet Foundation's Star MSME Showcase in which SealTech International was featured as a success story.
